A parliamentary inquiry, please A: Would the chair please explain what secondary amendments are in order to a primary amendment to amend by striking out words? [Sits] Chair: When a primary amendment to amend by striking out words is pending, the only secondary amendment in order is one to amend by striking out words from the list of those the primary amendment proposes to strike from the main motion. The effect is of a double negative: "It is not unlike" means "it is like". Therefore, if a secondary amendment to amend by striking out words from the primary amendment is adopted, the effect will be that those words will be retained in the main motion, whether or not the primary amendment to amend by striking out words is adopted. |
